Certification and declaring of goods and services

Certification of goods and services defines their conformity with demands of technical regulatory legal acts.

Goods and services subjected to obligatory quality certification are included into the list, stated by state Committee of standardization resolution № 60 from 16.12.208 (further the list). There are references to customs tariff numbers and state standards used to detail goods identification in the list.

There are different schemes of goods’ certification (main: admission of foreign certificate, certification of manufacturer’s goods, certification of imported consignment ).

Admission of foreign country conformity certificate is a procedure allowing receive Belarusian conformity certificate without laboratory tests, which allows reduce money and time costs. Unfortunately at the moment certifying institutions willingly admit certificates of compliance of Russia. The essential condition of certifying process is the fact that imported goods must be manufactured by the country which granted the certificate.

For certificate admission it is necessary to provide attested by the manufacturer certificate copy, contract, CMR, invoice-proforma, and other documents, depending on the goods being certified (e.g. labels, instructions, passports, hygienic certificate, photographs etc ) .

Goods certification is rather long procedure, which includes some stages: preparing of premises and receiving of necessary endorsements from state institutions, preparing of documents confirming purchase of raw materials and their quality, taking of tests, receiving of state hygienic registration certificate in the system of public health ministry and finally receiving of compliance certificate.

Certification of imported to the Belarusian territory consignment includes:

• For quicker custom clearance procedure there is a possibility of getting temporary certificate on the basis of documents confirming import of goods into the customs control zone (contract, invoice, CMR with stamp of customs). This certificate without right to sell is valid during 10 days;
• After customs clearance procedure it is necessary to apply to certifying institution with application and all the necessary documents (labels, instructions, passports hygienic certificates translations of technical documents, photos);
• Certifying officer prepares research plan of products and sends to the laboratory. The terms of tests depend on the product. Depending on the products terms of tests can last from two weeks to half of month;
• The last stage is receiving of the compliance certificate and ordering necessary quantity of certificate copies.

The List also contains goods subjected to obligatory conformity declaring. This procedure implies that declarant proves goods’ compliance to the technical regulatory legal acts. The evidence of compliance can be protocols or acts of laboratory tests. Declaration is prepared by the applicant and the final stage of the process is adjustment of the declaration with certificating institution.

Certification of services mentioned in the List, depends on the preoperational stage which includes the following stages:

• Receiving of admission from state institutions (health ministry, ministry of emergency situations depending on the type of services, works). In case (works) services will be provided on the territory of performer (hairdresser’s, vehicle service station ); forming of staff resource and their training if necessary.
• Preparing of local regulatory documents (orders, price lists, labor protection instructions safety techniques, electrical safety, job descriptions etc);
• Purchasing of necessary state standards, and other technical regulatory legal acts, and also other literature, necessary equipment, instruments and software depending on the service.
• The next stage it is meeting with the representatives of certificating institutions. They’ll carry out control of regulatory legal acts’ observance.
