By the decision of Eurasian Economic Community №28 from 11th of December 2009 Customs Union agreement on sanitary measures is ratified. By the decision of customs Union Commission №299 from 28th on May 2010, documents which form contractual legal framework of Customs Union in the field of sanitary measures have been ratified.

In accordance with the abovementioned documents, particularly on the territory of Belarus, the procedure of receiving of state hygienic registration was cancelled.

Instead of it the united order of sanitary-epidemiological control of goods on the territory of Russia, Belarus and Kazakhstan was formed.

The list of goods subjected to the state registration and demanding certificate of state registration was approved.

Let’s consider the main moments of goods’ state registration in Belarus.

Receiving of state registration certificate (further the certificate) is necessary for the goods included in the abovementioned list, produced on the territory of Republic of Belarus, and also for the goods, which are imported into the territory of the customs union (particularly into the territory of Belarus) for the first time.

To receive the certificate it is necessary to confirm compliance of goods to the united sanitary-epidemiological standards, which now are tougher than before. But the list itself became shorter and more definite with the usage of Customs Tariff Number.

Confirmation of compliance is provided by means of laboratory research and issuing of proper document by accredited laboratory.

It should be noted that certificate’s term of validity is determined from the moment of issuing and till the date of the end of supplies to the Customs Union territory or manufacturing of the goods on its territory. It means that the certificate is valid without limitation as to time.

There is also the list of goods subjected to sanitary-epidemiological control, but not demanding certificate of registration.

In this case a confirmation of goods’ compliance is necessary. These are laboratory research and receiving of test certificate. On the basis of this certificate applicant can make declaration of conformity under his seal and grant it to the customers.

The following goods do not require state registration certificate, but subjected to the sanitary-epidemiological control regardless of the custom tariff number:

  • Samples destined to make sanitary-epidemiological examination with the purpose of execution of state registration certificate.
  • Non-tobacco raw materials and ingredients, used for manufacturing of tobacco goods.
  • Goods, used as a laboratory reagents, laboratory labware (for the exception of radiologically dangerous and containing native infectious material).
  • Food raw material (henn’s eggs, goose eggs etc), used for preparing of nutrient solutions.
  • Spare parts of equipment for usage in the different fields on industry.
  • Souvenir production, cosmetic accessories.
  • Production manufactured on the territory of Customs Union by orders and normative documentation of foreign companies, and meant for selling behind its borders.
  • Exhibition and promotion samples, not meant for usage and selling on the customs territory of Customs Union.
  • Used production, including production sold in shops and commission departments.
  • Collections, created by the pupils and students of education institutions, meant for participation in national and international festivals.
  • Stores, exceeding norms, stated in accordance with part 1 item 4 article 363 of Customs Сode of Customs Union, subjected to the procedure of customs.
