Certification in Belarusian Chamber of Commerce and Industry

During the recent years our state provides policy aimed at support of domestic manufacturers of goods and services.  One of the features of such policy is privileged purchasing  at the expense of budget means of goods and services from domestic manufacturers.

At the moment legislation haven’t defined yet the definition of  notion “domestic manufacturer”, “production of Belarus” etc, and the criteria of this notions haven’t defined yet.

The certificate of production of domestic manufacturing is the document which usually confirms belonging to the production of Belarusian manufacturing. This document is granted by local branches of Belarusian Chamber of Commerce and Industry.

This certificate gives the right to use privileges estimated by the legislation towards domestic manufacturers.  For example: such privileges are estimated for residents of Free Economic Zones, and also for new productions in small towns (President’s decree  № 1 from  28^th of January 2008 “About stimulation of  production and selling of goods and services” ).

Conditions and criteria according to which production (services) can be attributed to the goods of one’s own production are estimated by the  decision of  Council of Ministers of Republic of Belarus № 1817 from 17^th of December 2008. The order of granting of certificate is estimated by the decision of Council of Ministers № 1520 from 20^th of October 2010.

The certificate is given after the expertise which includes the analyses of documents and visit of manufacture by the expert from Belarusian Chamber of Commerce and Industry.  The terms of expertise is 20 days, but in case of any difficulties (granting of additional documents etc) it may be 35 days.
